Mountain View, CA – Board members voted to elect John L. Zoglin as board chair, Carol A. Somersille, MD, FACOG, as vice chair, and Julia E. Miller as secretary/treasurer. Each will serve a two-year term, ending June 29, 2027.
"I am honored to serve again as chair and work alongside my dedicated colleagues to advance the critical work of the El Camino Healthcare District," said Mr. Zoglin. "Our focus remains on ensuring El Camino Health delivers access to high-quality healthcare for those who live, work, and go to school within the district. We will continue to invest in improving the health and wellbeing of those in the healthcare district by expanding access, supporting health promotion, disease prevention, and a healthy lifestyle."
After leading global eCommerce and digital marketing teams at companies including Dell, IBM, and Corel, Mr. Zoglin now serves an angel investor. He was first appointed to the district board in 2007, reappointed in 2008, and was publicly elected to full terms in 2012, 2016, and 2020. Mr. Zoglin follows his father in service to El Camino Health: Dr. Stanton Zoglin served as the hospital's chief of staff in the early 1960s. Mr. Zoglin earned a bachelor's degree in economics from Harvard University and a master of business administration from Stanford Graduate School of Business.
Carol Somersille, MD, is the vice chair of El Camino Healthcare District and also serves as chair of the quality, patient care, and patient experience board committee. She is a full-time practicing obstetrician/gynecologist who has managed an independent medical practice in the community since the 1990s. She has also spent time in a community clinic caring for underserved residents. Dr. Somersille is a graduate of Harvard College, The Johns Hopkins University School of Medicine, and completed an internship and residency in obstetrics and gynecology at Baylor College of Medicine. She is a board-certified fellow of the American College of Obstetricians and Gynecologists.
Director Julia Miller is the secretary/treasurer of El Camino Healthcare District and was recently re-elected to the district board for her fourth term, placing second among four candidates. She brings extensive experience in public service having served in various leadership roles including mayor and city council member for the City of Sunnyvale, as well as vice chair and chair of the district board. Director Miller has been recognized with several distinguished awards, including "Woman of Influence" by the Silicon Valley Business Journal, the "Lifetime Community Contribution-Murphy Award" by the Sunnyvale Chamber of Commerce, and "Distinguished Resident of the Year" in Sunnyvale. She is deeply committed to expanding access to excellent patient care and supports initiatives to promote health equity throughout the district.
Additional district board members include Peter C. Fung, MD, MBA, MS, FACP, FAAN, FAHA, who has served on the board of directors since 2014, including the role of chair, and George O. Ting, MD, who has served on the board of directors since 2018 along with the role of chair this past term.
The new board leadership will continue to guide El Camino Health in its focus on providing exceptional, patient-centered care and addressing the evolving needs of the community.

The El Camino Hospital District was established by voter approval in 1956 in accordance with California Local Hospital District Law. The purpose of the district is to establish, maintain and operate or provide assistance in the operation of health facilities and other health care services, provider groups and organizations that are necessary for the maintenance of good physical and mental health in the communities served by the district. The district, now known as El Camino Healthcare District, encompasses most of Mountain View, Los Altos, Los Altos Hills, a large portion of Sunnyvale, and small sections of Cupertino, Santa Clara, and Palo Alto. The publicly elected El Camino Healthcare District Board of Directors approves tax dollar expenditures, including expenditures for the award-winning Community Benefit program. Community Benefit funds are granted each year to local nonprofits, schools and government programs that provide critical health services to the underserved.
