El Camino Healthcare District (ECHD) Board of Directors Biographies
The ECHD Board of Directors is composed of five publicly elected or appointed representatives. As a group, these representatives oversee the assets of the ECHD, including El Camino Hospital. The five District Board members also currently serve on the ten member governing board of El Camino Hospital, which manages El Camino Hospital operations.

Carol A. Somersille, MD, FACOG, is the Vice Chair of El Camino Healthcare District. She also serves as Chair of the Quality, Patient Care, and Patient Experience board committee.
Dr. Somersille has managed an independent obstetrics and gynecology practice in our community since the 1990s and is the only member of our board who is a practicing physician. Her commitment to quality healthcare is evidenced by over two decades of leadership roles addressing quality care in three Bay Area hospitals. As a Santa Clara County Medical Association Councilor and California Medical Association Delegate, she has helped shape healthcare policy by advocating in the California State Senate, in the California House of Representatives, and locally. A recognized leader in women’s health, she received a Certificate of Recognition for “your commitment to providing high quality healthcare and your advocacy for policy changes for women and children” from the California State Senate.
Dr. Somersille is a graduate of Harvard College, The Johns Hopkins University School of Medicine, and Baylor College of Medicine Obstetrics and Gynecology Internship and Residency. She is a board-certified Fellow of the American College of Obstetricians and Gynecologists.

Peter C. Fung, MD, MBA, MS, FACP, FAAN, FAHA

Director Fung, MD, is a stroke and vascular neurologist who previously led El Camino Health's award-winning stroke program. When he stepped down as a medical director to focus on his board responsibilities, he was honored with the naming of the stroke center as the Peter C. Fung, MD Stroke Center.
In addition, Dr. Fung, is a founding member of El Camino Health's Chinese Health Initiative (CHI), committed to providing culturally competent care, education, and outreach to the Chinese community. He also served on the Stroke Council of the American Heart Association.
Dr. Fung earned his medical degree from the University of Hong Kong and a master's degree in neurology and neuroscience at the University of Michigan. He completed his residencies in internal medicine at Oakwood Hospital and Medical Center in Dearborn, Michigan, and neurology at the University of Michigan in Ann Arbor. He recently completed the Executive MBA program at the University of California, Berkeley Haas.

Julia E. Miller served eight years as Mayor and Council member for the City of Sunnyvale and was a long-time Lockheed Martin employee before entering politics. Ms. Miller is the past vice-chair of the Association of California Healthcare Districts (ACHD) Board of Directors and currently represents the District Board on the Silicon Valley Tobacco Securitization Authority Board, where she is the vice president. She is also the chair of the Board of Directors of the Silicon Valley Tobacco Securitization Corporation and served as a commissioner for the Santa Clara County Airport Commission.
Ms. Miller has extensive government experience, having served on many boards, including the Bay Area Air Quality Management District, Association of Bay Area Governments, Bay Area Economic Forum, Sustainable Silicon Valley, San Francisco Bay Trail, San Francisco FBI Community Academy Alumni Association, Leadership Sunnyvale, and the Sunnyvale Museum and Historical Society.
